Protest Over Shelby Police Officer’s Inappropriate Use of Force

Shelby, NC (WNN) - Earlier today, a video went viral of a Cherria Moore being hit and then restrained by a Shelby, NC police officer, identified as Karson Hyder. The footage, which can be seen here, seems to be from a doorbell camera and depicts the young woman being forced to the ground by the officer. He then strikes her multiple times before picking her up and restraining her.  Other officers assist with the arrest, and the woman appears to lack an understanding of the situation. At no point does she attempt to resist, and the video begins with her restating that she does not have a warrant. When she has been restrained and seems like she may be arrested, the woman continuously asks to be taken to a mental health professional, stating that she lacks her medication. At this time, Moore has been released with her charges dropped.

Protest On Shelby Court Square In Support

The video gained traction in the community, prompting a protest over the officer's misconduct.  It was held openly in Shelby Court Square, outside the Earl Scruggs Center. While some could be found on the corner of West Warren and North Lafayette Street, others circled the block honking their car horns to show support. This all occurred less than a block from the Shelby Police Department, located on West Warren Street.

Protestors on scene had plenty to say regarding the video and their own experiences with the department. According to one of the protestors, the altercation was started due to an unsecured bond against Moore. They feel the officer ignored the woman's rights and her pleas for aid based on her mental health. According to those gathered, they would like to be sure that the police are receiving the proper training in de-escalation and in dealing with those with mental illness and disabilities. They currently do not feel this standard is being met. They also feel that with the officer being put on leave instead of arrested, he is not being held accountable for his misconduct. They want to know why no crisis intervention was administered in the situation. 

Others had a hopeful message to spread, however. That being said, they are glad to see the community support for this issue. Without direct evidence like this video, they worry it often goes unnoticed, especially within the black community. Two individuals shared that they had also had family members who were victims of police violence, with one having won their court case. Another individual recounted how her son had violent altercations with an officer at Shelby High School, claiming that former sheriff David Allen had told her no footage was available. However, according to her, the footage was later released by the school’s central office staff.

One of the other grievances held by the protesters is that, despite how peaceful they’ve been, no one from the Shelby Police Department has come forward as a representative. They had hope that they would after the press conference was held at Shelby City Hall. In the press conference, Shelby Police Chief Fraiser renounced the officer's actions and stated that this will be under investigation, as you can read below.

"First, I want to be clear that the inappropriate use of force is unacceptable and will not be tolerated by me, the Shelby Police Department, or the City of Shelby.

Community trust is the cornerstone of any law enforcement agency. When an incident occurs that undermines that trust, it impacts all of us — both law enforcement officers and the citizens we serve.

Earlier today, officers with the Shelby Police Department were conducting a criminal investigation when they encountered a suspicious female in the area. As seen in the video currently circulating on social media, the actions taken by one officer during that encounter are disturbing and inappropriate. A second officer can be seen intervening to stop those actions.

The officer involved in this incident has been placed on Administrative Suspension while an internal investigation is being conducted by our Office of Professional Standards.

We understand the concerns this incident has caused within our community and want to assure the public that this matter is being taken seriously.
